How Granny Flat Approvals Work in the Campbelltown LGA

Granny flats (officially called secondary dwellings) are not listed as a permitted use in the Campbelltown Local Environmental Plan (CLEP) 2015. However, the NSW State Environmental Planning Policy (Housing) 2021 overrides the LEP and permits secondary dwellings across all residential zones in the Campbelltown LGA — including R1, R2, R3, R4 and R5.

There are two approval pathways. Most established Campbelltown properties qualify for the faster CDC option.

CDC - Complying Development Certificate
A CDC is assessed by a private certifier and bypasses Campbelltown City Council entirely. Approval can be issued in as little as 10–20 business days. Your property qualifies for CDC if it meets these criteria:
DA - Development Application
If your property sits within a flood zone (parts of the Bow Bowing Creek, Leumeah Creek or Georges River corridors), is classified as bushfire-prone land, or doesn’t meet the standard setback requirements, you’ll need a DA through Campbelltown City Council. DA processing typically takes 45–90 days. Amescorp manages both CDC and DA applications on your behalf.
Campbelltown S7.11 Contributions
Under the Campbelltown Local Infrastructure Contributions Plan 2018 (Amendment 1), a Section 7.11 contribution applies to secondary dwellings. This is a flat-rate levy — currently estimated at approximately $15,500 (CPI-indexed quarterly). The contribution applies regardless of the build cost and is payable at the time of approval. We review your property address, check zoning and overlay maps, obtain sewer diagrams and discuss what you’re looking for. We then arrange an on-site visit at a time that suits you.
Step 02
Site Visit & Fixed-Price Proposal
Our consultant visits your block to assess slope, sewer position, access, demolition requirements and soil conditions. You receive a detailed, fixed-price proposal outlining every inclusion and site-specific cost. We also invite you to visit our showroom to walk through completed granny flats.
Step 03
Custom Design
Working with our in-house architect, you develop a floor plan that suits your block and your goals — whether that’s maximising rental appeal, accommodating an elderly parent, or creating a private home office. We refine the design until you’re satisfied.
Step 04
Approval
We prepare the complete documentation package: architectural plans, structural and hydraulic engineering, BASIX certificate and the CDC or DA submission. While approvals are processed, you select your preferred materials, colours and finishes.
Step 05
Construction & Handover
Once approved, we obtain Home Warranty Insurance and assign a dedicated site manager. Construction runs approximately 16 weeks. Your site manager provides regular updates, and we coordinate all trades, inspections and certifier sign-offs through to the final occupancy certificate.

Frequently Asked Questions - Granny Flats in Campbelltown
Can I build a granny flat on my Campbelltown property?

In most cases, yes. While the Campbelltown LEP 2015 does not list secondary dwellings as a permitted use, the NSW Housing SEPP 2021 overrides this and permits granny flats across all residential zones (R1–R5) in the Campbelltown LGA. Your block needs to be at least 450 m².

How long does the entire process take?

From your first consultation to move-in day, expect approximately 4–6 months. This includes 2–4 weeks for design, 2–4 weeks for CDC approval (longer for DA), and approximately 16 weeks of construction.

What is the maximum size allowed?

The maximum internal floor area is 60 m². Alternatively, the granny flat can be up to 10% of the total floor area of the principal dwelling — whichever is greater. Within 60 m², we routinely fit 3 bedrooms, a full kitchen, bathroom with laundry and an open-plan living area.

Can I use a pre-manufactured or relocatable home?

No. Under the Housing SEPP, pre-manufactured homes are not permitted as secondary dwellings in the Campbelltown LGA. The granny flat must be a conventionally constructed building. All Amescorp granny flats are custom-built on site.

Do I need to pay council contributions?

Yes. Campbelltown City Council charges a Section 7.11 contribution for secondary dwellings under the Campbelltown Local Infrastructure Contributions Plan 2018. The current flat-rate levy is estimated at approximately $15,500 (CPI-indexed). We include this cost in our project proposals.

Can I rent my granny flat to anyone?

Yes. Under NSW law, granny flats can be rented to any tenant — not just family members. This is a key advantage compared to states like Victoria, where secondary dwelling tenants must be family dependants.

What about bushfire or flood zones in Campbelltown?

Parts of the Campbelltown LGA are classified as bushfire-prone or flood-affected (particularly along the Bow Bowing Creek, Leumeah Creek and Georges River corridors). Properties in these areas typically require a DA rather than a CDC, and the granny flat design may need to incorporate specific bushfire or flood planning measures. Construction started in October and still not turned over (over 7 months now!). The team at Amescorp are good people to work with. Unfortunately, they had issues with their sub-contractors which significantly delayed our project. Just some pointers: (1)Double check the kitchen design. As my photo shows, there is a window right where the sink is. The silicone in mine would likely mould in due time as water would splatter over the window from the kitchen sink when cleaning dishes. (The foreman says it's ok though.) (2) Be careful also about the council fees. They advised it would just be around 5-6k but my bill came to 21k. (3) Make sure also you don't let their tradies use your water hoses or any of your facilities for that matter. Their workers broke my retractable water hose.

Big thanks to the Amescorp team for completing our granny flat - really happy with how it turned out. They delivered more than what was promised and the quality shows. Danny, the construction manager, was excellent throughout. He’s professional, friendly, and clearly knows his work and his team well, which made the whole process a lot smoother for us. He made sure everything from structure, brick work and gyprock to painting and tiling was done properly. He was easy to deal with, gave helpful suggestions, and regularly checked in to make sure things were on track. Danny also handled unexpected issues smoothly, providing practical solutions without driving up the cost. Being completely honest, I do want to add a small word of caution regarding the plumbing work. While the overall service was good, the plumbing side of things didn’t quite meet the same standard and could definitely be improved. Apart from that, we really appreciated how well they kept things organised throughout the build. Everyone who’s seen the granny flat has had great things to say, and even a few neighbours have asked about Amescorp for their own projects. Building is about turning your dream into reality, and having a team you can trust makes it all a pleasant journey.

Very Professional, Best Material and Worksmaship, Great Value. Amescorp uses the best grade material and built a 5 star granny flat. They provide 10 lineal meter PU kitchen cabinets, floor to ceiling tiled bathroom and great flooring tiles with best selection, stone benchtop and many other premium features. Their structural , foundation, frames and roofs are all superb quality and engineering. The Team both office ( Carl, Alisha, Jess , James ) are very professional and helpful and the site team led by Steve the supervisor is friendly and easy to work with. They are not trying to upsell anything nor chasing variations. They deliver all works within the agreed contract. They engage the best tradies and Subcontractors who are a very friendly, professional and did a great job. Amescorp is a 5 star builder that goes above and beyond and spares no cost or resource to provide an exceptional build. The only criticism or area of improvement, if i have to add a negative, is at handover they were bit slow to finish all works and handed over the site with some minor finishing works and touch up outstanding, which i am still chasing to close . But that is common in all building works. But Overall I was very happy with Amescorp’s work and quality.
